BACKGROUND INFORMATION

The National Association of Local Housing Finance Agencies (NALHFA) and the National Association for County Community and Economic Development (NACCED) are two national organizations with memberships representing counties, cities, non-profits, and private sector firms united by a commitment to affordable housing development and the larger issue of strong, prosperous communities.

NALHFA and NACCED have worked in partnership since 1994 on HOME technical assistance contracts and have been successful in helping participating jurisdictions and their community partners to understand and effectively utilize the HOME Program. NALHFA/NACCED HOME Project tasks have included beginner- and intermediate-level affordable housing finance workshops, PEER Initiatives, guidebooks, research and response to member TA inquiries, and development of HOME-related content for association conferences, member publications and association websites.

Beginner Workshop: How to Finance Affordable Housing I

NACCED and NALHFA's beginner workshop covers the basics of housing finance and the development process. Course registrants will learn everything from key housing finance concepts in the process of constructing and analyzing a development proforma. Although HOME regulations will be discussed in the context of project compliance and financial structure, the workshop will not offer a complete rendition of HOME regulations. Registration is $60.

Intermediate Worshop: How to Finance Affordable Housing II

NALHFA and NACCED's intermediate housing finance course has been designed to meet these skill development challenges. This two-and-a half day course will be taught by three instructors, each with extensive knowledge in planning, real estate, housing finance, housing bonds, and syndication. The material for this workshop has been recently revised to include NALHFA Cash Flow +, NALHFA's new pro forma software. Actual developments will form the basis of the course, which will use a combination of lecture, visual presentation, participant critique, and actual document presentation. Each participant will receive a course binder with a participant manual. Registration is $60.

CHDO Training

NACCED is now offering a free Community Housing Development Organization (CHDO) training designed to help Participating Jurisdictions (PJs) improve their CHDO programs and also build CHDO capacity. PJs of the HOME Program are required to set-aside at least 15% of their total allocation for CHDOs. A CHDO is a private nonprofit, community-based service organization whose primary purpose is to provide and develop decent, affordable housing for the community it serves. Participants will receive a free guidebook covering topics such as: analyzing CHDO needs and capacity, CHDO selection and qualification, CHDO project selection, underwriting and finance, and managing the process & CHDO relationships. PEER (Pesonal Educational Exchange Regional) Initiative

NACCED is also offering members an opportunity to participate in the new "PEER Initiative." This activity was renamed from the previous peer match activity. Counties have the opportunity to meet with other counties in their state or region for two one-day sessions to discuss issues related to the HOME Investment Partnerships Program. During the most recent PEER Initiative, counties in Minnesota and Wisconsin met to discuss their Community Housing Development Organizations (CHDOs).
